About the role

As Procurement Manager, you are responsible for the procurement function within HB RTS, with a strong focus on logistics and operational services across Europe. You combine strategic procurement leadership with hands-on supplier management and operational execution.

In this role, you will manage procurement activities across multiple international categories, while directly coordinating the UK-based procurement team (Procurement Specialist and Procurement Assistant).

The role has a strong focus on logistics services, including transport, warehousing, and external service providers. Beyond procurement itself, you also contribute to the optimisation and scalability of the international supplier and services network.

Key responsibilities

You are overall responsible for procurement strategy, supplier management, and performance review, cost optimization and contract/SLA governance for all categories in HB RTS.

Procurement Strategy & Governance

• Develop and implement the procurement strategy for HB RTS in alignment with group objectives;
• Define category strategies for all categories, within primary focus on transport, warehousing, service providers, RTI procurement and facilities;
• Conduct spend analyses and market intelligence assessments to identify opportunities and risks;
• Establish supplier performance frameworks and KPI structures;
• Drive cost optimization initiatives while safeguarding service quality and operational continuity;
• Ensure contract/SLA compliance, governance, and risk mitigation;
• Support the automatisation and digitalization of procurement processes (in SAP, Ultimo, Elvy and other HB RTS IT platforms);
• Implement best practices.

International Transport & Warehousing Procurement

• Lead sourcing, selection, and contracting of international transport providers;
• Negotiate rates, service level agreements (SLAs), and performance terms;
• Manage international warehousing contracts and evaluate network efficiency;
• Monitor supplier performance, cost developments, and market trends;
• Collaborate with Operations to optimize transport flows and warehouse and services footprint.

Service Provider Management (International)

• Source and manage external washing, repair, and maintenance partners;
• Standardize service agreements across countries where possible;
• Identify opportunities for consolidation and scale advantages;
• Ensure quality, sustainability, and operational performance standards are met.

Facility Procurement (Netherlands Focus)

• Responsible for all facility-related procurement activities in the Netherlands and Germany;
• Identify opportunities to improve cost efficiency and sustainability.

European Depot Development Support

• Support the realization and set-up of new depots across Europe;
• Work closely with the Asset Manager on location selection, supplier contracting, and facility set-up;
• Procure necessary services, infrastructure, and operational support for new locations;
• Drive standardization and scalability across the European depot network.

Coordination & Team Leadership

• Directly manage and coordinate the two Procurement professionals based in the UK;
• Align supplier strategies between the Netherlands and the UK;
• Lead joint negotiations where beneficial;
• Share best practices and harmonize procurement processes across regions;
• Act as a key procurement business partner to internal stakeholders.

Stakeholder management (internal)

• Close cooperation with operations, supply chain, sales, finance and leadership;
• Advice internal stakeholder on procurement strategies and supplier selection;
• Sparring partner on tactical and strategic level.

What do you bring? 

For HB RTS we are looking for an entrepreneurial and analytically strong Procurement Manager with:

• A Bachelor’s or Master’s degree in Procurement, Supply Chain Management, Business Administration, or a related field;
• Minimum 5 years of relevant procurement experience within an international environment;
• Proven experience in logistics, transport, warehousing, and/or services procurement;
• Strong negotiation skills and commercial awareness;
• Experience with supplier management, contract negotiations, and stakeholder management;
• A strategic mindset combined with a hands-on and pragmatic approach;
• Strong analytical skills and the ability to translate data into actionable improvements;
• Excellent communication skills in both Dutch and English;
• Willingness to travel within Europe on a regular basis.

Experience with facility procurement, ESG criteria, and procurement digitalisation is considered a strong advantage.
